Hon. Luisito C. Zuniga, fondly known as "Capt. Lito" is currently Punong Barangay of Bulihan, City of Malolos. He graduated with a Master's Degree in Public Administration.

His desire to serve the needs of his community was the motivating factor that made him ran for the position of Barangay Chairman of Bulihan.

Capt. Lito wanted to be a catalyst of excellence in public service. This he proved with his Five-Year Plan which included his vision, mission, and commitment to bring economic growth to his barangay.

The profound changes brought about by his plans were recognized by the Provincial Government of Bulacan through the Bulacan Awards Program for Barangay Innovations. Capt. Lito received the award of "Natatanging Punong Barangay" for the First District of Bulacan in 2005. His work was cited as "Natatanging Gawaing Pambarangay" in 2004 and 2006. He also won the "Trailblazer of the Year" Award in 2005.

He received 2nd runner-up honors in the Lupon Tagapamayapa Incentive Awards from the DILG in December 2005. He also won the Lupon Tagapamayapa Incentive Award, Regional Level, from the DILG in 2006 and the Gawad Galing Barangay from the Provincial Government of Bulacan in 2004 and 2006.

Because of his untiring efforts at innovation and leadership, Barangay Bulihan has been acknowledged by the media as a model barangay in Bulacan.
