HISTORICAL BACKGROUND
The University of Regina Carmeli , formerly Regina Carmeli College is a Co-educational Catholic Institutions established and administered by the Augustinian Sisters of Our Lady of Consolation. It came into existence in 1937 with Sor Encarnacion as Mother Superior. Kindergarten and elementary courses were initially offered. Three years later, vocational courses were added to its curricular offering: typing, stenography, and dressmaking. The outbreak of World War II forced the closure of the school.
After the war, the school reopened and elementary and secondary programs were offered. Unfortunately, in October 1952, a conflagration reduced all that was once Colegio de Nuestra Seņora del Carmen to ashes. The homeless sisters temporarily took shelter in the place of Mrs. Julieta Santiago. Later, they occupied the big, old house of Doņa Elisa Santiago and they improvised classrooms in the parish convent.
The year 1965 saw a dramatic expansion in the institution. Now physical infrastructures were put up. College courses were added to its course offerings including the Liberal Arts Program. Enrollment showed steady increase in succeeding years. The quality of instruction dramatically improved owing to the constant entry of fresh blood to the teaching force.
Permit to operate the Liberal Arts Program was issued in 1965. Initial major offerings were Literature and Filipino. Two more major fields were added to the program in 1967. These were Economics and History. The other major like Psychology and political science were added few years later. In August 1979, RCC adapted the Catholic School System Development (CSSD) Program. The program aimed to promote strongly the formation of personal, systematize operations, and upgrade standards in preparation for the long-range plan of the school for voluntary accreditation.
In November 1986, the institution took determined efforts to submit its Liberal Arts Program for accreditation. PAASCU accreditors visited the school and conducted intensive analysis and evaluation of the status of the school readiness to measure up to PAASCU standards. It wat August of 1989 when the college of Liberal Arts passed its formal survey. Slowly but steadily, the College of Liberal Arts continued its quest for quality and excellence. Course Curriculum was enhanced. Program for human resource development was just in place. Library holdings and other facilities were upgraded. This paved the way for the granting of Level II accredited status in 1997.
Today after more than four decades, the College of Liberal Arts has matured into an academic department committed to develop Filipino Christian graduates, morally upright and imbued with the ideals of justice, freedom, peace and love through its various disciplines: Psychology, History, Literature, Filipino, Political Science, Economics, and Library Information Science.
