| MOTHER RITA BARCELO OUTREACH AND LIVELIHOOD CORPORATION (MRBOLC)

The Mother Rita Barcelo Outreach and Livelihood Corporation
is presently organized as a private non-profit, non-stock corporation
with a personality separate and distinct from URC. It traces its roots,
however to URC, as the extension arm of Regina Carmeli College in the
80’s. As it evolved and developed into an organization assisted
by multi-funding agencies. MRBOLC was incorporated in November of 1987
to fulfill funding requirements.
It has maintained, however a direct link with URC and carries the name
of the university to legitimize it as an NGO attached to an academic
institution. (Kommittee of German Doctors for Developing Countries and
the Federal Government of Germany, JICA, CIDA) Its main responsibility
is to implement integrated community building program and undertake community
housing project for URC’s adopted – assisted communities.
VISION
MRBOLC shares the vision of URC in building a progressive and Christ-centered
community.
MISSION
To promote the total human development of individuals,
groups/communities through:
- Enhancement of knowledge and skills; and
- Equal access to resources and opportunities.
GOALS
- To provide community building services enabling beneficiaries to
acquire knowledge, skills and proper attitude in analyzing, planning
and evaluating projects on activities to develop and enhance their human
dignity, potentials and capabilities;
- To provide opportunities for continuing alternative education and
training of actual skills enhancement and the development of the other
human potentials;
- To develop consciousness and increase active involvement and participation
of school constituents in the community development activities with the
larger community;
- To provide an effective and efficient delivery system for beneficiaries
to gain access to appropriate learning resources and opportunities for
the improvement of the quality of their living;
- To provide support and other basic services i.e., housing, health
and sanitation, water, livelihood and pre-school education of families
of the adopted communities, thus enable them to meet their needs on a
self-reliant sustained basis;
- To promote programs, which will ensure personal and professional growth,
founded on Christian Values instilling relevant commitment to local and
national development;
- To tap potential leaders towards core group formation;
- To consolidate the organized communities towards building basic ecclesial
community; and
- To establish and maintain coordination and linkages with local, national
and international organization and agencies.
Specifically, the Community Building Program consists of interrelated
and interconnected projects and services that holistically insure the
availability of basic services requirements for humane living and continuing
development.
- COMMUNITY SOCIALIZED HOUSING
MRBOLC (assisted by a grant from the government of Germany) established
socialized housing projects in Bulacan, Negros Oriental and Zambales.
These five housing projects are as follows:
- Mother Rita Homes I: Lugam, Malolos City, Bulacan
- Mother Rita Homes II: Dumaguete City
- Mother Rita Homes III: Bais City
- Mother Rita Homes IV: Tanjay<.li>
- Mother Rita Homes V: Barangay Yamot Candelaria, Zambales
- COMMUNITY/INSTITUTIONAL DEVELOPMENT BUILDING PROGRAM
This consists of the preparatory organizational activities and community
building exercises to would-be residents of housing projects and the
establishment of governing rules and responsibilities covering housing
agreements as to tenure and amortization, once residents had settled.
BEC faith sharing and formation program, the deepening of ones relationship
with God is integrated in the community building exercises.
- LITERACY/FUNCTIONAL NUMERACY
URC-MRBOLC operates and manages 16 Early Childhood Education centers
in its different adopted assisted barangays. Since its inception it
has benefited 6,122 children. The preparatory work and the maintenance
activity have been provided by URC. The Dean, the faculty members,
and students of the College of Education provide the essential services
to maintain the program.
- MATERNAL AND CHILD CARE PROGRAM
While the Health and Sanitation project takes care of community – wide
health concerns the Maternal – Child Care program is focused on
reproductive health and children 5 years below. The program is multi-agency
supported in its early years of operation, especially by JICA. This program
also strengthened the delivery capability of the ‘Botika sa Barrio’ project
and Health Center located at Mother Rita, Looc, Lugam, Malolos City.
The training center of the Maternal-Child Care Program is located at
URC.
- MICRO-ENTERPRISE/LIVELIHOOD DEVELOPMENT PROGRAM
The income-generating project consists of (Malolos) garments/dressmaking,
including the production of toga, baby dresses, t-shirts; community
bakeshop; food processing, candle making.
- INTEGRATED WATER/SANITATION PROGRAM
The program seeks to establish effective delivery system on health and
sanitation among adopted and assisted communities with health education
and community organizing. Bulacan, Zambales, Pasig, Tagaytay and Dumaguete
were benefited with 169 deep wells and 80 shallow wells. Bulacan, Dumaguete
and Zambales were given 117 public toilets
